The new General Data Protection Regulations (GDPR) come into force on 25th May 2018.

The Scout Association have now published thier toolkit for GDPR which can be found here

This toolkit enhances existing POR and although there are some new steps, any Group, District or County which adheres to POR should have very few problems following the new guidance.

The toolkit is very thorough and practical, and we as a county recommend the following steps:

  • Each executive (group, district and county) nominate an individual to be responsible for Data Protection.
    By default, this is the Chair of the Executive, but could be any member of the group, whether or not they are an exec member or leader
  • This individual should work through the toolkit supplied, with assistance from the executive and leaders
  • All executive members and leaders should read through the toolkit introduction here
  • Concerns and issues should be flagged and appropriate action discussed at your next exec meeting
  • Data Privacy should be included as a standing exec agenda item – it is (after all) part of safeguarding our members

Once these steps have been taken, we also recommend the following actions are taken:

  • Each group should nominate an individual (by default the GSL) to whom data protection incidents are reported
  • This individual must be familiar with the data breach process – a template is included in the toolkit
  • Each executive should review data currently stored and review whether this is acceptable given the recommendations

There has been considerable discussion about third party processors. It is our opinion that third party processors are any company which stores or manipulates personal information on behalf of the Group, District or County. This means that:

  • Online Scout Manager and Compass are Third Party Data Processors

Note that we expect these commonly used organisations will come up with standard responses, probably to be posted on the internet

  • Campsites and similar bodies are only third-party processors if personal information relating to members (names, addresses etc) are supplied
    Therefore, Unity, utility companies and similar are NOT third-party processors.
